RESPONSIBILITIES OF BOARDS, COMMISSIONS AND OFFICES |
| The Elective Positions |

|
The Town of Wilton is run by volunteers. Only the First Selectman is a paid position. Some of these positions are filled by general election; others by appointment from the Board of Selectmen.
The Elective positions are:

The Wilton Charter calls for a Board of Selectmen consisting of a First Selectman and four (4) Selectmen. Generally this means Republicans will nominate and elect the First Selectman and two (2) other Selectmen.
There is a biennial election of the town on the first Tuesday after the first Monday in November of each odd-numbered calendar year.
A member of the Board of Selectmen serves a two year term, and may be elected for more than two (2) successive full terms. |

The Wilton Charter establishes the Board of Selectmen as the appointing authority in the town and calls upon the Selectmen to appoint members to non-elective boards, commissions and committees, to appoint non-elected officials, and to fill vacancies of both elected and appointed boards and positions. Further, the Board of Selectmen may create, abolish, or change temporary or advisory boards, commissions, or committees as they deem necessary.
The following boards and commissions require Wilton citizen volunteers from time to time :

composed of the First Selectman and four Selectmen, have all administrative, appointive, and legislative powers necessary to discharge the duties set forth in the Town Charter.
The Board of Selectmen have the power to adopt, amend and repeal ordinances except for the legislative powers reserved to the Town Meeting;
The Board of Selectmen have the power by ordinance or resolution to adopt an administrative code and to create, modify or dissolve ad hoc or advisory offices, councils, committees and boards, and to set their powers.
The Board of Selectmen meet on the First and Third Monday of each month at Town Hall. Special meetings may be called by the First Selectman or any two Selectmen.
The Board of Selectmen are responsible for:
Carrying out the actions of the town government;
Supervising the affairs of the town;
Conducting continuous review of the needs of the town and exercising leadership;
The Board of Selectmen are the appointing authority of the town and appoint members to non-elected boards, commissions and committees and appoint non-elected officials. It can also fill vacancies of elective and appointed boards and other positions, except the Board of Education and the Board of Finance unless those Boards fail to do so. |

is composed of six elected members, usually 4 Republicans and 2 Democrats. The term is four (4) years, and may not be elected for more than two (2) successive full terms.
The Board of Finance has access at all times to all financial records in the custody of the Board of Selectmen and the Board of Education.
Once a year the Board of Selectmen and the Board of Education submit to the Board of Finance estimated expenditures and desired appropriations, itemized and presented within budget classification approved by the Board of Finance. Proposed capital improvement requests are also submitted to the Board. The Board of Finance prepares a detailed estimate of revenues to be received from all sources.
The Board of Finance presents at public hearings the proposed budgets of the Board of Selectmen and the Board of Education, and based on assumptions the Board of Finance makes, presents the required rate of taxation to support the budget requests. The Board of Finance can make specific recommendations on items within the budget request of the Board of selectmen, but only establish a target budget level for the Board of Education.
Approval of the budgets and tax rate are made by the Town Meeting.
The Board of Finance shall, at the request of the Board of Selectmen or Board of Education, act upon request for supplemental appropriations from the general fund, and may approve such expenditures on its own authority if they are less than 1% of the total annual town budget. Greater expenditures require the approval of the Town Meeting. |

The Board of Education hires a Superintendent of Schools, and oversees the delivery of educational programs, curriculum and services to Wilton children. It annual prepares and recommends a school budget to the Board of Finance and to the Town Meeting. |

Consists of nine (9) members, generally 6 Republicans and 3 Democrats, elected to four (4) year terms, not to exceed two successive terms. The Planning and Zoning Commission considers applications for amendments to the Town Plan of Conservation and Development, zone changes, special permits, site plans, subdivisions, amendments to regulations, and mandatory referrals from the Board of Selectmen. The commission is responsible for a general plan for the town and appropriate zoning to achieve that plan. |

There are three (3) Alternates to the Zoning Board of Appeal. The Zoning Board of Appeals considers requests for variances of the Town's Zoning Regulations. Public hearings are held on the second, and sometimes fourth, Monday of each month, except for August. The majority of requests involve setback issues for additions, decks, garages, etc.

The seven (7) Constables are elected to two year terms, with limitation. Constables have the power to deliver legal papers, and can serve upon the call of the First Selectmen in emergencies and times of town need.

| Registrars of Voters |

|
The two (2) Registrars of Voters, 1 Republican and 1 Democrat, are charged with the responsibility of maintaining, certifying and producing the official voter lists for elections, town meetings, primaries, referenda and party caucuses, and conducting the general elections, referenda and primaries - including the recruitment and training of polling place officials. They make voter registration available to all qualified potential voters. |

Established as a municipal district for the purpose of establishing a convention and visitor's commission as required by Connecticut General Statues. Wilton is entitled to one (1) member appointed by the Board of Selectmen. The term of office is three (3) years. |

This is a commission of seven (7) members, appointed by the First Selectman, for three (3) year terms, for the purpose of organizing, maintaining, and directing conservation activities for the Town of Wilton. Its duties are:
A. To constitute a Conservation Commission and have all rights and powers conferred upon it by statute;
B. To guide the development and conservation of the natural resources within Wilton;
C. To propose, manage and maintain or provide for the maintenance of open-space lands and lands devoted to non intensive use, owned by the Town of Wilton;
D. To manage any privately owned property permanently dedicated to the conservation and non intensive recreational uses of residents of Wilton;
E. To be an advisory and consulting body to private individuals and private and public groups on issued involved with the environment, conservation, and land use; and
F. To develop and sponsor educational programs promoting sound environmental practices. |

This is a commission of three (3) members, appointed by the Board of Selectmen, for two (2) year terms, for the purpose of organizing and maintaining a fire department in the town of Wilton. Known as "Commissioners", no more than two shall be of the same political party. Meetings are at least monthly. The Fire commissioners have exclusive power to:
A. Make all regulations necessary for the government of the Fire Department not contrary to law;
B. Prescribe suitable penalties for the violation of any such regulations, including suspension or removal from office of any officers or members of the Fire Department;
C. Regulate the duties of the officers and members of the Fire Department in respect to fire matters within the limits of Wilton; and,
D. Appoint, promote and remove the officers and members of the Fire Department pursuant to such regulations as it adopts for the purpose of conformity with these Articles. |

This is a commission of seven (7) members, appointed by the Board of Selectmen, for a term of three (3) years, to conserve, protect, supervise and regulate the wetlands and watercourses within the Town of Wilton. The Commission holds meetings at least once per month.
The Commission works to communicate knowledge on the importance of wetlands to the residents and workers of Wilton so as to prevent actions which would threaten the Town's water quality, wildlife support capacity, and flood storage capabilities.

This is a commission of five (5) members, appointed by the First Selectman with concurrence of the Board of Selectmen, for a term of four (4) years. Established to organize, maintain and direct the Parks and Recreation Department of the Town of Wilton:
A. To operate parks and recreational activities within the town;
B. To promote, provide and conduct recreational programs that will afford residents of Wilton constructive and wholesome enjoyment;
C. To promote and provide programs of entertainment and cultural interest;
D. To propose, manage and maintain or provide for the maintenance of intensive-use lands and parks owned by Wilton;
E. To manage any privately owned property permanently dedicated to the general park and recreational use of Wilton residents; and
G. To recommend capital and non recurring expenditures from any park and recreation capital and non recurring expense funds established by the town of Wilton.
Among other duties, the Commission provides, conducts and supervises public playgrounds, playfields, indoor recreation centers and other intensive recreation areas and facilities; appoints a qualified Superintendent of Parks and Recreation; cooperates with the Board of Education; and sets fees, rents, and other charges for land and facilities under its control. |

This is an advisory agency, without specific powers, known as the South Western Regional Planning Agency, to consult on land use policies. The Town of Wilton is entitled to two (2) members representatives, serving two (2) year terms on SWRPA, with the Planning and Zoning Commission appointing one (1) representative and the Board of Selectmen appointing one (1) representative. |

Further, the Commission's responsibilities encompass establishing and/or maintaining advisory relationships with organizations and agencies providing social services to the town and its residents. The Commission may serve as a forum for concerns and efforts relating to social service issue. No more than five (5) members shall be of the same political party. The commission holds regular monthly meetings except for July and August. |
